About this role

We are seeking an experienced Transformation Project Manager to lead the delivery of a major, multi-year organisational transformation programme within a large and complex public-sector environment. This significant initiative will drive change across operating models, organisational structures, workforce, governance, processes, capabilities and ways of working.

You will provide clear project leadership across multiple programme workstreams, working closely with programme leadership, Change Leads, Business Analysts, subject-matter experts, operational teams and senior stakeholders. You will convert strategic transformation objectives into practical delivery plans, govern implementation activity and ensure that the work required to move from current to future-state arrangements is coordinated, controlled and focused on sustainable outcomes.

This role suits a confident, pragmatic and delivery-focused project manager who is comfortable navigating ambiguity and competing priorities in a highly structured organisation. You will bring the ability to manage complex dependencies, risks, decisions and stakeholder expectations while maintaining visibility of progress, readiness, benefits and the actions needed to embed lasting organisational change.

KEY RESPONSIBILITIES

You will lead end-to-end project delivery across complex organisational transformation workstreams, from mobilisation and planning through design, implementation, transition and business readiness. You will develop and maintain clear project plans, delivery roadmaps, milestones, actions, dependencies, risks and decision logs, ensuring that transformation activity remains aligned with wider programme objectives and intended outcomes.

You will coordinate delivery across workstreams covering operating-model design, organisational structures, governance, processes, workforce, capability and ways of working. You will ensure that current-state findings, target-state designs, implementation requirements and transition activities are brought together into practical, phased delivery plans that support the move to sustainable future-state arrangements.

You will work with senior stakeholders, operational leaders, programme leadership and subject-matter experts to establish clarity on scope, priorities, ownership and accountabilities. You will facilitate workshops and working sessions, drive progress on decisions and escalations, and manage conflicting priorities, unclear ownership or stakeholder resistance constructively.

You will establish and maintain effective project governance, reporting and assurance arrangements. This will include coordinating decision-making and escalation processes; supporting the development of responsibility matrices, governance process maps and supporting documentation; and ensuring that key requirements, decisions, approvals, risks and dependencies are clearly documented and auditable.

You will oversee implementation and business-readiness activity across affected areas. You will coordinate transition plans, readiness criteria, impact assessments and phased implementation approaches, working with programme and change teams to ensure that stakeholders understand upcoming changes and that new processes, operating models, governance arrangements and organisational structures are ready to be adopted.

You will manage project risks, issues, assumptions and dependencies proactively, particularly those arising across people, process, governance, technology and organisational capability. You will identify blockers early, coordinate mitigation and resolution activity, and provide concise, timely visibility of delivery status and matters requiring decision.

You will support the definition and tracking of intended outcomes, measures of success and benefits realisation. You will help translate strategic objectives into measurable delivery outcomes, monitor whether implemented changes are delivering the expected operational and organisational benefits, and highlight where benefits or outcomes may be at risk.

You will contribute to programme documentation, including delivery plans, implementation plans, business cases, options papers, reporting and assurance materials. You will provide clear updates on progress, key findings, decisions, risks and outstanding actions to support effective programme leadership and continuous improvement.

MUST-HAVE SKILLS

Senior Transformation Project Delivery

CORE You have proven experience leading large-scale organisational or business transformation projects in complex delivery environments. You can take ownership of delivery across the full lifecycle, translating strategic objectives into practical plans, coordinating multiple workstreams and maintaining momentum from mobilisation through implementation and embedding.

Operating Model and Organisational Change

CRITICAL You have strong experience delivering transformation involving changes to operating models, organisational structures, processes, governance and ways of working. You understand how these elements interact and can coordinate the transition from current-state arrangements to target-state models, ensuring that roles, responsibilities, decision rights, interfaces and implementation activity are aligned.

Programme Planning, Governance and Decision Management

CORE You are skilled in establishing and maintaining robust project plans, governance, reporting and assurance arrangements. You can manage milestones, actions, decisions, approvals and escalations with discipline, providing programme leadership and senior stakeholders with clear visibility of progress, choices, constraints and required interventions.

Stakeholder Leadership and Facilitation

CRITICAL You have excellent stakeholder-management and facilitation skills, with the credibility to engage senior leadership, operational teams, programme colleagues and subject-matter experts. You can lead workshops and working sessions involving stakeholders with differing priorities and levels of seniority, build consensus and communicate complex transformation issues in clear, practical language.

Implementation, Transition and Business Readiness

CORE You have experience delivering organisational change into implementation rather than solely planning or designing it. You can coordinate implementation roadmaps, readiness assessments, transition plans and phased delivery activity, ensuring that impacted teams understand what is changing and that new processes, governance and organisational arrangements can be successfully adopted.

Risk, Dependency and Issue Management

CORE You bring a structured approach to managing complex dependencies, risks, issues, assumptions and decisions. You can identify the interdependencies between workforce, process, governance, organisational design, technology and capability change, anticipate delivery impacts and coordinate timely mitigation or resolution activity.

Workforce, Capability and Organisational Readiness

REQUIRED You understand the importance of workforce, capability and skills requirements within organisational transformation. You can work with relevant stakeholders to assess the impacts of change on roles, teams, responsibilities and organisational capabilities, and ensure that workforce and readiness considerations are integrated into project delivery plans.

Agile and Waterfall Delivery Environments

REQUIRED You are familiar with both Agile and Waterfall programme-delivery environments and can apply appropriate project-management disciplines within a large, evolving transformation programme. You are comfortable adapting delivery approaches while retaining clear governance, accountability and a focus on tangible outcomes.

GOOD TO HAVE – NOT A BLOCKER

  • Experience working on major public-sector or government transformation programmes – valuable context for delivering change in large, highly structured organisations with broad stakeholder groups.
  • Experience in highly regulated or operationally complex environments – beneficial for navigating formal governance, assurance and competing operational priorities.
  • Experience supporting organisational restructuring, major operating-model change or governance redesign – useful for managing the breadth of transformation within this programme.
  • Experience with workforce planning, capability analysis or organisational capability development – valuable for aligning organisational readiness with future-state requirements.
  • Experience developing business cases, options appraisals, benefits maps and benefits-realisation measures – supportive of robust decision-making and outcome tracking.
  • Experience supporting policy, regulatory or legislative change initiatives – useful where external requirements influence the transformation agenda.
  • Experience conducting organisational-readiness and change-impact assessments, including significant cultural or workforce change – beneficial for supporting successful implementation and adoption.
  • A formal project, programme or related delivery qualification – supportive of disciplined project governance and delivery practice.
