Utilities Engineer About the Role Baker Finn Recruitment is currently recruiting an experienced Utilities Engineer on behalf of our client, a leading organisation operating within a highly regulated manufacturing environment. This is an excellent opportunity to join a major engineering project where you will take responsibility for the successful implementation and delivery of critical site utility systems. The Utilities Engineer will support the design, installation, commissioning, qualification and handover to operations of utility infrastructure, ensuring systems are delivered safely, on time and in full while meeting the stringent requirements associated with specialised nutrition production. The successful candidate will work across a broad range of utility systems, including: Compressed Air Systems Cooling & Chilled Water Systems Steam & Boiler Systems Nitrogen Generation & Storage HVAC & Building Services Heat Recovery Systems Energy Optimisation Systems Electrical Power Distribution Water & Wastewater Treatment Systems (WWTP) Working closely with internal cross-functional project teams, EPCM partners, suppliers, contractors and OEMs, you will play an important role in ensuring utility systems meet operational, environmental, hygiene, safety and regulatory requirements. Key Responsibilities Technical Ownership – Utilities Act as a technical owner for site utility requirements. Provide subject matter expertise across utility systems throughout the project lifecycle. Ensure utility designs and installations meet operational, technical, environmental and hygienic requirements. Provide technical input into utility-related engineering decisions and improvement initiatives. Project Engineering, Execution & Commissioning Lead and/or support utility-related projects, including greenfield utility installations. Support the installation, integration, commissioning and qualification of utility systems, including IQ, OQ and PQ activities. Coordinate and manage contractors on site to ensure project milestones are achieved safely, on time and in full. Support FAT, SAT, performance testing and final environmental qualification activities. Troubleshoot utility system performance issues throughout construction, commissioning and start-up. Support the transition of newly commissioned systems into operational use. Cross-Functional Collaboration Work closely with Operations, Quality, EHS, R&I, Maintenance and Engineering teams to ensure utility systems meet environmental, operational and hygienic requirements. Support production during process commissioning and start-up by ensuring reliable and uninterrupted utility supply. Provide technical expertise and training to operators and maintenance technicians. Collaborate with EPCM partners, utility consultants and existing site teams regarding utility availability, generation capacity, tie-ins, layouts and commissioning plans. Work closely with Utility and Automation teams on interconnected systems including BMS, SCADA and EMS. CAPEX Support & Project Governance Support the scope, planning, execution and reporting of utility-related CAPEX packages. Provide technical input into project costs, forecasting, schedules and risk registers. Support project change-control processes. Ensure utility-related changes are appropriately assessed, documented and implemented. Assist in identifying technical and project risks and developing appropriate mitigation plans. Procurement & Supplier Management Support the technical aspects of procurement and tendering activities for utility systems. Assist with the development and review of URS, RFQs, technical bid evaluations and supplier clarifications. Work with Engineering and CAPEX Procurement teams to support supplier selection and contract alignment. Coordinate with OEMs and vendors regarding technical documentation, commissioning requirements, training and spare parts. Monitor supplier and contractor performance against agreed project deliverables. Standards, Compliance & Safety Ensure utility systems are designed and implemented in accordance with applicable engineering standards and project requirements. Support compliance with GMP, HACCP and hygiene zoning requirements. Ensure adherence to cleanroom and environmental control guidelines where applicable. Support compliance with relevant Irish and European legislation and recognised industry standards. Embed strong safety principles throughout design, installation, commissioning and handover activities. Promote a strong safety, quality and continuous improvement culture throughout project execution. Operational Readiness & Handover Support the development and approval of utility-related SOPs and environmental control procedures. Assist with the development of Preventative Maintenance programmes and spare parts requirements. Support the creation and maintenance of utilities master data within the CMMS. Ensure effective technical handover of completed utility systems to Operations and Maintenance. Ensure all required documentation, validation records and training are completed prior to final handover. Performance Monitoring & Continuous Improvement Use SCADA, BMS and EMS systems to monitor utility performance. Analyse utility performance data and identify trends and improvement opportunities. Support energy efficiency and system optimisation initiatives. Investigate utility performance issues and contribute to corrective and preventative actions. Prepare reports covering utility reliability, efficiency, performance and incidents. Reporting & Decision Support Provide structured project updates covering utility progress, risks, commissioning readiness and mitigation activities. Provide technical insights to support strategic and operational decision-making throughout each project phase. Communicate effectively with both technical and non-technical stakeholders. Escalate technical risks and potential project constraints appropriately. Knowledge, Skills & Experience Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Energy Engineering or a related engineering discipline. 5+ years’ experience in Utilities Engineering, ideally within food, beverage, dairy, pharmaceutical, nutrition or another highly regulated manufacturing environment. Previous experience supporting utility delivery within greenfield and/or brownfield projects. Hands-on experience working across multiple industrial utility systems. Experience with Steam and Boiler Systems, Chilled Water and Refrigeration, HVAC and Building Services, Electrical Power Distribution, Compressed Air Systems, Water and Wastewater Treatment, and Nitrogen Generation and Storage. Experience with utility commissioning, qualification and start-up activities. Experience working with suppliers, contractors, OEMs and external engineering/EPCM organisations. Strong ability to interpret engineering drawings, schematics and models. Demonstrated ability to troubleshoot utility system performance. Familiarity with CAPEX and project management processes. Experience with energy management and utility system optimisation would be advantageous. Project Management certification would be advantageous. Experience with BMS, SCADA and/or EMS systems would be beneficial.
