About this role
Job Title: Head of Technical
Location: Sri Lanka (remote)
Reports to: COO
Role Overview
The Head of Technical will provide strategic and operational leadership across Delmec's global engineering function, ensuring the highest standards of technical excellence, quality, safety, and compliance. Reporting to the COO, the role will lead the development and implementation of engineering standards, oversee technical delivery across telecommunications infrastructure projects, and support the growth of the business through innovation, technical expertise, and continuous improvement.
This position spans Delmec's global operations across its core infrastructure sectors, including active and passive telecommunications infrastructure, power systems, and data centre solutions. The successful candidate will provide technical leadership across these disciplines, ensuring engineering solutions are delivered in accordance with industry standards, client requirements, and business objectives in multiple international markets.
Working closely with project delivery, commercial, and operational teams, the Head of Technical will leverage engineering expertise, develop technical capability across the organisation, and establish a culture of technical excellence, continuous improvement and innovation.
Responsibilities
The role will involve
- Providing strategic leadership and direction for Delmec's engineering function, ensuring technical capabilities support business growth, operational objectives, and client requirements.
- Establish and govern engineering standards, technical procedures, design principles, and quality assurance frameworks to ensure consistency, efficiency, and technical excellence across all projects.
- Serving as Delmec's technical authority, providing strategic direction on complex engineering challenges, technical risk, and engineering best practice.
- Overseeing engineering activities across telecommunications infrastructure, power systems, and data centre projects, ensuring solutions are safe, compliant, and fit for purpose.
- Ensuring the technical quality, safety, and compliance of engineering deliverables, maintaining adherence to relevant industry standards, regulatory requirements, and client specifications.
- Leading and developing multidisciplinary engineering teams, fostering a culture of accountability, continuous improvement, technical excellence, and knowledge sharing.
- Establishing robust technical review, design assurance, and approval processes to minimise technical risk and support successful project delivery.
- Collaborating with Project Managers and PMO to optimise engineering resources, improve delivery performance, and ensure engineering capability aligns with project commitments.
- Supporting business development activities through technical input to proposals, tenders, solution design, client presentations, and strategic growth initiatives.
- Driving technical innovation by evaluating emerging technologies, developing new engineering capabilities, and identifying opportunities to enhance Delmec's competitive position.
- Building and maintaining effective relationships with clients, regulatory bodies, industry partners, and key stakeholders to support project delivery and business objectives.
- Contributing to company-wide strategic planning and operational improvement initiatives as a member of the leadership team.
Requirements
- Bachelor's degree in Engineering (Civil, Structural, Electrical, Telecommunications, or related discipline).
- Master’s degree in Engineering, Engineering Management, MBA, or similar would be advantageous.
- 10+ years of progressive engineering experience in telecommunications infrastructure, with additional exposure to power sector and/or data centre environments
- Proven track record at Head of Engineering, Head of Technical, or equivalent senior leadership level — ideally across geographically distributed teams
- Demonstrable experience building or transforming an engineering function, not merely running an established one.
- Technical expertise in at least one primary domain (telecoms passive infrastructure, electrical/power engineering, or data centre design) and working knowledge across the others.
- Expert-level understanding of active and passive telecommunications infrastructure tower and mast structural design, load analysis, foundation engineering, and integrity assessment
- Proven ability to develop engineering standards, processes, and quality assurance frameworks.
- Experience delivering projects across multiple international markets and regulatory environments.
- Background spanning both engineering consultancy/design and hands-on project delivery preferred
- Familiarity with relevant international standards including structural (e.g. TIA-222, EN 1993, BS 8100), electrical (IEC standards), and regional equivalents
- Experience with structural analysis software, electrical design tools, and engineering management platforms.
- Working knowledge of electrical substation design, power systems, and grid infrastructure.
- Understanding of wind loading, seismic design, and foundation engineering as applied to tall structures.
- Track record of building trusted relationships with clients, regulatory bodies, and industry partners
- Outstanding communication skills able to translate deep technical complexity for non-technical audiences with clarity and confidence
- Experience contributing to or owning significant engineering budgets and resource planning
