Healthcare is the sector where two separate Irish decisions meet. The Department of Enterprise, Trade and Employment decides employment permits. A regulator such as NMBI, CORU or the Medical Council decides whether a person may practise the profession at all. Neither decision stands in for the other, and each has its own process, evidence and timing.

Software companies, IT services firms and the technology functions inside every other sector recruit through licensed agencies across Ireland, and most technology unit groups are named on the Critical Skills Occupations List.
